The scope of this project is to develop, procure, supply, train, install and maintain software applications and equipment required for the establishment and maintenance of the information system platform for the modules such as residents work and ID cards, driver license ID management, and vehicle registration.
Residents Management & National ID:
Afghanistan residents identification modules is to develop infrastructure which includes hardware, network, ID card issuance system, and application software to process residents data registration, residents management (notice of birth, death and change of residence) and voters list management. Currently, the government of Afghanistan does not have an integrated computerized residents management and management of voters list based on digital data; most of them are conducted manually.
Driver License (DL) System:
Driver license is a computer application that will be implemented for driver license registration, revision, cancellation, recovery and renewal. This system will be fully integrated with the Residents Management System through Interconnections. The goal of the Driver License System is to advance business and service of drive license through improved administration efficiency, information consistency, and reliability on driver license.
Vehicle Registration (VR):
Vehicle Registration is a computer application which will be
delivered to Afghan government for the purpose of centralized
management of vehicle registration, ease government regulation, law
enforcement modernization of the current system and taxation of
motorists. By adopting of international standards and best practices of
vehicle registration system, the mentioned system will cover: ·

- Legal Entity Registration with certain statistics and tax reports
Public Key Infrastructure (PKI):
PKI system will be implemented with the following requirements: Confidentiality: Information security by encryption of transaction data. Integrity: Prevent forgery and alteration of transaction data. Authentication: User identification for data transaction. Non-repudiation: Reliability enhancement for transaction by using electronic signature. Access Control: Permit to access information only for selected receivers.
Biometrics System is one of the most advanced, accurate, reliable & sough after identification & verification systems used by many countries around the world. This system is used to check a person's identity by using human being's personal unique & permanent physical (Fingerprint, Facial Image, Farm image, Vein & Iris) or behavioral (Voice, Signature & Key stroke) features captured with the help of automated devices. Biometrics technology has enhanced high security to compare with existing PIN (Personal Identification Number) method. Lately biometrics technology is emerging new identification method to replace all existing methods due to its’ enhanced information protection and data security. Core technology of biometrics is rapid and correct authentication of identity. By adopting Automatic Fingerprint Identification System (AFIS) and Automatic Iris Identification System (AIIS) systems & it's unlimited applicable fields, biometrics system can be used as one of the suitable solution for an enterprise identification & verification environments.
